Ignore it.  Not sure if the solder bridge is intentional or not but they should be connected together.
The two pins are for power according to my datasheet CDROM.  Look <a target="_blank" href=http://www.fairchildsemi.com/pf/74/74LVX4245.html>here</a> for an online copy.
