IC's 10 < 11 on the bottom PCB are incorrectly fitted. You need to turn them through 180 degrees so that all 5 legs go through the PCB and the large metal area of the tab is closest to the edge of the PCB (manual P.14).

I don't know if there's much chance that you've damaged them by installing them this way around, anyone?
