You might want to try "NetMedic" - however, the latest version (owned
by lucent) isn't that great -- look for an older version pre-Lucent.

The "mpeg video rate" IIRC is the same on Basic as Medium quality -
the resolution is different. I had found a webpage with all the info
between the different rates/resolutions, but I cannot seem to find it
offhand...

I'll post the location of it later if anyone wants...
