"mnt/bin/cpio"? It looks like you copied cpio from another
computer onto your Tivo; that's the error you'd get. Don't
do that; cpio comes with the standard Tivo software, and
binaries compiled for other (i.e., Intel) processors won't
work on the Tivo.

If what I wrote didn't make any sense, try doing (on the Tivo)
"/bin/cpio -H tar -i < tivoweb-tcl-1.9.4.tar" instead
of what you did. That'll force it to use the correct binary.
