EASTBOUND TRUCKS ARE BEING SCREENED AT APPLEGATE (PLACER CO) - DRIVERS MUST   HAVE MAXIMUM CHAINS IN THEIR POSSESSION IN ORDER TO PROCEED - PERMIT LOADS ARE  PROHIBITED
