Ok, I got it. Sorry, I've been buidling so man packages lately that I've
lost track of which one was which.
-14 was built  to use dynamically loadable local_scan, but  that package did
not include sa-exim compiled as a module (I added that soon thereafter)

What this means is that you need to download sa-exim, compile sa-exim.so,
stick that on your disk, and then point exim to it with
local_scan_path = /usr/lib/exim4/local_scan/sa-exim.so

Or alternatively, you can use the new package that has everything built in.
