I'd expect this to be an issue with SA-Exim and exim 4.31 as well...

I just tested this, and yes, you are right. This does affect the scoring
tremendously. This is not really easy to fix, at least not without side
effects. I'm working on a workaround right now (sending a dummy
Received: header with the relevant data to SA, without adding it to the
message).
