That's probably because you caused the error to happen before exim wrote the
headers to disk too.
There are multiple ways to get the full message:
1) disable sa-exim and get the message that way
2) if sa-exim fails (timeout or error) it can be configured to spool the
message with headers on disk, you can get that too
(/var/spool/sa-exim/SAtimeoutsave/ or SAerror or something)
