[SA-exim] spamc/spamasssassin deb dependencies

Simple question: How does sa-exim not depend on spamassassin?
Or rather, how did I apt-get install sa-exim without spamassassin being
installed? `apt-cache depends sa-exim` says "Depends: spamassassin" but
didn't seem to just require it.

Perhaps I'm missing something. Thought I'd flag it.
