[SA-exim] Needed SAtimeout as a conditional parameter

Hi,

Along with using SApermreject as an Exim conditional statement, I needed the 
same for SAtimeout.

I hacked together the attached patch to do that.

I do not pretend to be a programmer, so if I have made any errors please let 
me know.  :-)
