[SA-exim] Needed SAtimeout as a conditional parameter

Some connections are MTA's and some are MUA's.  If real clients are connecting 
I need the mail to be accepted if SA is taking too long, but if the 
connection is an MTA I will wait the default 4 minutes for SA to complete.
