Sadly, I have to admit that I haven't touched sa-exim in about 10 years, so it's fully unmaintained by me. Magnus Holmgren gets the credit for keeping it alive all these years. I'd be totally fine making Magnus the official maintainer, in whichever way is best for him (github or whatever).
