New low-level tool for TyStream hacking

I wrote a tool for Windows that allows you to examine the format of 
the TyStream files in greater detail. It's intended for those 
hackers who are trying to learn as much as they can about the format 
or to examine the source of possible "glitches" in their stream. 
It's basically a fancy hex viewer with color syntax highlighting, 
filters and special TyStream specific features.
