Yeah, I'm of the impression that PES packets are an MPEG Systems 
thing and that MPEG elementary streams don't have PES packets.


P.S.
For those who don't know, elementary streams contain either audio or 
video but not both. MPEG Systems streams are a way of combining 
multiple elementary streams (such as audio *and* video) into a single 
stream.
