TMPGEnc... Click on "File" then "MPEG Tools", then the last tab:
"Merge & Cut."

Altho it's not perfect, it might be 1-2 seconds off (which is why
it's not perfect for trimming commercials) but it'll work; you'll
just have to do conversion from size in MB to time manually, but
that's not hard...

Total size of MPEG in Megs / total time of MPEG in minutes = # of
Megs per minute of video. # of Megs per disc / # of Megs per minute =
number of minutes to enter into TMPGEnc. Even Windows' Calculator can
handle that! ;-)
