TMPGEnc settings for 24fps:

Template SVCD - NTSCFilm
Video:
480x480, 4:3 display, NTSC, 3:2 pulldown on playback, 4:2:0, 10bits, 
HQSlow, whatever bitrate needed, CBR/VBR to preference.

Advanced:
Video Source Type: Interlaced
Top Field: A
Source Aspect: 4:3 525 NTSC
Choose the inverse telecine filter with motion priority, double field 
adaptation, enable when encoding.

On my Athlon 1.4GHz, the inverse telecine process takes about a 90% 
realtime pass... but it's worth it for HBO series, Enterprise, other 
telecine processed things.
