Well Digital to Analogue conversion will reduce the quality of your
image on video tape, plus videotape isn't a suitable archive medium
with a nominal life span of around 10 years.

A straight digital to digital copy would be better, but MPEG2 to DiVX
might not be that hot. Converting a lossy compressed file with another
lossy compression algorithm...Never done it, but the guys at
http://www.vidomi.com seem to have upgraded their application to
decode TiVo .ty streams and output them to DivX.

I don't know how good it works or whether the quality is great, but
it's what you're looking for I guess.
