Figured that was part of the reason, but the comments in that section make it 
seem like an on/off (to quote:If you uncomment this, SA will be enabled).

Aha! I thought that the 4 in exim4 was just a version thing to make it "trump" 
exim (3).  I'll go off and fix up my config now :-)
