[SA-exim] checking user spamlevel

sa-exim has to check this to take the correct action, and sa-exim
currently does not provide support for user configurable spamlevels, let
alone ldap.

Your users could (or should) use Exim filters (or procmail?) to check
the X-Spam-Something header and act accordingly.
