[SA-exim] spamc/spamasssassin deb dependencies

actually that's a good default imho. The system is required to either
run spamassassin local or run spamc to connect to anywhere. 
Thus any user running spamc should know himself he needs a spamd. This
*MAY* be on the same local machine than the spamc, but can also be a
central spamassassin server which can handle the load better than the
actual MX spamc is running on.

Btw. anyone has seen dspam in Debian yet?
