[SA-exim] Which user_prefs?

Thanks for the tips on getting SA-Exim running on Debian stable. I am
giving a demo of it at SacLUG this wednesday. 

I noticed that Exim has its own user_prefs and that the mail recipient
has his own user_prefs. Does SA-Exim just use its own user prefs? Or
does it use its user_prefs for local_scan (not sure if that is the
correct term) and then it further processes the message with the
recipient's user_prefs?
