Nope...TMPGEnc is an MPEG encoder, not a Windows Media encoder. You need
another program, called (surprise) Windows Media Encoder.

I've not used it before (I usually encode to MPEG-2 so I can burn SVCDs),
but a quick look at the program indicates that it should be able to convert
from AVI to WMV. They even have some information on optimizing for
handhelds, which sounds like what you want to do.
