I think tegruubing is the major advantage SA-exim still has over exiscan. 
Exiscan is very easy to set up in it's easiest configuration, and it's 
definitely a lot easier to do per user settings for spam scanning with 
exiscan.

The same effect could be achieved, but it would certainly take more effort.

You can do this at least with fakreject/fakedefer, but you have to be careful.
